Is it just me, or is the hit locations table very poorly thought out? The Modern20 book states
"When your character makes her attack roll, the natural (unmodified) result of the d20 attack roll will determine where the attack hit as shown on the table below:"

The table basically starts with 1 as the foot and 20 as the head, going upwards through the body as the numbers increase. What this means, however, is that the lower half of the body is almost impossible to hit unless the shooter is incredibly skilled. Conversely, the worse of a shooter you are, the more likely you are to hit someone in the head if you do hit them.

The hit location table is for hits from random shots. Meaning most shots are going to hit the largest areas of the body. If you are wanting to hit a set area of the body you make a called shot to that area. Not roll on the random table.

If I was to pull out a pistol and fire randomly at a target I would roll on the table. If I wanted to pull my weapon and put one between a targets eyes I would make a called shot.

Actually Piell, if the book says that, it's an artifact of an earlier edition. I *thought* we got rid of all those, but its possible we missed one, or that you have a slightly older edition.

Anyway, the way hit locations work is you make your attack roll, and then make a second d20 roll for hit location.

I really wanted to have hit locations not add any additional rolls to combat, but as you pointed out, using the raw attack rolls was pretty dumb.
