This is a part of core Rolemaster that we had voted toward the beginning of the campaign to include. Otherwise, you have no potential for any of your attributes to increase besides any equipment, and equipment that increases a stat and not a skill is rare. This system allows you the potential for some incremental gains in an attribute up to your potential in that particular stat, similar to how d20 allows for attribute increases as you level up. When I mention attribute or stat I am only speaking of ST, AG, CO, IG, IT, PR, AP.
When you make your character at lvl 1 you are supposed to roll what your stat potential is for each stat. ST, AG, CO, etc. The potential score is the highest level you might one day reach as you progressively get better with leveling, outside of equipment bonuses. It is the max you can naturally achieve in a stat score. Here is a doc I made with the table in it for stat potentials where you simply look up your starting stat, make a roll, and it will determine what your potential is for each of your attributes:
http://www.megaupload.com/?d=TXY2E5Z3The second part of that doc is what you do when you level up each level after level 1. You roll 2d10 percentile and consult the Stat Gain Rolls section. You see what the difference is between your current score in the attribute and the potential score, roll 2d10 percentile and it tells you how much you gained in that stat for that level, if anything.
